Access request for rules_go maintainer

Hi, I'm helping out as a maintainer of bazelbuild/rules_go, and I am requesting access to BuildKite so that I can do things like re-run builds which have suspected spurious failures. For example, I'm trying to process this PR right now: https://github.com/bazelbuild/rules_go/pull/2922

In terms of authorization, @jayconrod can vouch for me, and I'm a member of the @bazelbuild/go-maintainers group.
