Official bazelisk docker image
Consider publishing official bazelisk docker images, aka gcr.io/whatever/bazelisk:1.0
etc (maybe versions that have bazel version A B C preinstalled too)
Alternative solution would be to include bazelisk in the bazel images like l.gcr.io/google/bazel:3.2.0
then you can have that version preinstalled and not fail when .bazelversion
says something else

Good question, we have to find that dockerfile and contribute a change. Maybe reach out to whoever did the last release?
AFAIK official bazel image is defined in this repository https://github.com/GoogleCloudPlatform/container-definitions and layers for it are defined here https://github.com/GoogleCloudPlatform/layer-definitions
