build on arm 32 bits

there's no binary release for arch armv7l (raspberry pi 3) 32bit I don't know how to build it (from raspbian). I dont want to think that bazelisk uses bazel for building itself, does it? if so, isn't it sort of a circular dependency as long as bazelisk is in charge to download and install bazel? Thanks
