Document Bazel Source URLs

The readme currently mentions "Google Cloud Storage" as source for all Bazel downloads. As we need to specifically allow-list all access to external URLs we would like to see a specific list in the readme (domain names and any redirect that might happen).

This is true the source is held in the cloud network for this build
