There is no official guide for the 'first build' for the Python language.
I would be happy to write one as I use bazel on a daily basis to build python code bases.

Hi @ANONYMOUSZED-beep, I had clearly stated I would raise the PR. Honestly, such acts are not a good way to contribute to any project in my opinion. Please refrain from doing so in the future on other Issues.
