@fmeum @brentleyjones do you have any tips for reproducing these failures locally?

I thought it might be that apple_support couldn't have dev_dependency = True set, but I just cut Yams 5.1.2 to attempt to fix that but the same error is happening there: https://github.com/bazelbuild/bazel-central-registry/pull/1797

Building locally with bazel build //... works fine.
