memory instance should be able to match with extra exec properties

• ensure that memory instances can take additional exec_properties and still match with the worker.
• check that properties can be used to run actions under sandbox / block-network.

This was implemented for shard but never tested in memory instance. via slack discussion with Sachin Manpathak
