  • rules_apple(0.32.0) and rules_swift(0.24)
  • update bazel to 4.20 in bazelversion. (bazel buildtools is already on 4.0 by f2c1a43de8f5416089ea0a065e966ed6fbf4cc3d)

they seem to be and most of them are resolved by https://github.com/pinterest/xchammer/pull/290, but not entirely fixed.
