As a rules_nodejs author (https://github.com/bazelbuild/rules_nodejs/blob/main/CONTRIBUTORS) I approve the transfer.

The project may continue using the existing Buildkite CI based on https://github.com/bazelbuild/continuous-integration

This repo conforms with the requirements at https://bazel-contrib.github.io/SIG-rules-authors/hosting-policy.html#adding-criteria
