I provisionally called the top level package nsflow to get started with the refactor, but you might want to change it to something else. nsf seemed too short and collision prone. Maybe it should be called something more generically flow-based, as it does more than implement neural spline flows?

We could use the same name or a different one for distribution on PyPI/Conda.
