please make sure http port is 5000 not 5010. 5010 is for outside access 

Please send me your Teslalogger logfile and go back to port 5000. Common problems why port 5000 is not reachable: - Database is corrupted - Teslalogger won't start properly

Mono 6.12.0.122 must be tested, but as far as I know Version 6 got some memory leaks

Please try again with new docker file.
