Access denied on host sleep/shutdown

When I try to sleep the Host using WakeOnLan, it says access denied. I only filled in the Shutdown User ID (the pc has no password). What could be the issue?

Wake requires no authentication. But shutdown, sleep, and those do. You are saying you have a windows login with no password? I'm assuming this pc is in a workgroup. I would recommend using "legacy mode" shutdown for that. But I'm not sure what to do about the missing password. I've never encountered that.
