Can't change list item style then make it a sublist

Minor inconvenience: If I want to create bullet list inside a numbered list, or vice versa, I can do it in this order:

1. after an item press Enter,

->

1. after an item press Enter,
   1. increase indent,

->

1. after an item press Enter,
   • increase indent, switch to bullets (or vice versa)

But if I switch the list style before making it a sublist:

1. after an item press Enter,

• switch to bullets (or vice versa)

then I'm stuck: the increase-indent button becomes disabled.
