[Doc] Update documents for node upgrade and node restart

Hi,

Could you please update documents for node upgrade and node restart ? This part is missing from readme.md or https://docs.base.org/tutorials/run-a-base-node/

The reason I am asking for this because everytime I shutdown my node to restart or upgrade to the new version. It is likely that I have to end up setting up a new node by downloading the latest snapshot. This is really a huge pain and does not happen with other nodes such as Arbitrum BNB or Ethereum so far. The resume time takes only 15-20 minutes to resume while my base node takes like forever. The block number never increases and catch up to the current state of block chain.

Please help us to update the document so we can do it in a clean way.
