`stats.PartyVoteBehaviour.get_stats_party_for_submitter(party_voting, party_submitting, government=None, voting_type=None)` is a function that can be used to get stats on the voting behaviour of one party when initiated/submitted by another party.

Part of it is fixed in commit 3cef2d4. Documents are now created with the main dossier. However, this causes this document not to show in the dossier of the secondary...
