Make Deriver rules configurable

Make the existing Deriver rules configurable through project configuration files and the GUI. A simple on/off per rule will suffice.

Make each rule its own object. Perhaps leverage the future plugin API for rules? Then again some rules have configuration. Maybe move the lifetime threshold to a rule?
