Offer history when crafting a new offer

Describe the problem that this feature would improve It would be useful if barter would tell me if I already offered some item x to some user y in the past (unsuccessfully). If it was declined before (depending on the reason), the user is likely to decline it again. Also, would love to see this feature back in the API, so this can be considered when sending bulk offers.
