Multiple user offers don't respect ignores

Describe the bug An ignored user can join and accept offers despite being ignored by the sender.

Steps to reproduce the bug Did not yet reproduce bug, but confirmed that royalphantomhive had been ignoring ReDiR prior to sending the offer https://barter.vg/u/558/o/3232746/

Expected behavior Ignored users would not be able to accept or see offers

Additional context Originally reported here https://steamcommunity.com/groups/bartervg/discussions/0/1743392703801682892/ With 3 disputes, ReDiR should not be able to accept multiple user offers either. Have yet to test this, and ReDiR didn't have 3 disputes at time of accepting, but likely it's another bug. There is no UI element to distinguish multiple user offers after they are accepted.

Ignored users can no longer join offers. However, the join button still appears, it just doesn't do anything.
