Failure URL logs

When a PR fails, it should comment with the failure message as well as a URL pointing to the failure logs.

The partial patch to log the very first failure message (not any following exception messages) has landed with #6. This issue is now to track the solution to change the behavior to print all the failure messages from all builders.
