The layer _water_ don't display anything because it is only an attribute of natural_water. I think we will only use it for the water_lake, etc. labels. 
To put the **highways** _under_ the **buildings** and the **tunnels** _above_ them, we should put the **tunnels** _above_ the **highways,** and so the display won't be the one we are...
Same case as the county names but they are not all displayed, not in Italy or Bulgary, but in China for example. See #112. (Solution found for displaying, see [UPDATE](https://github.com/baremaps/openstreetmap-vecto/issues/98#issue-1105758477))
