This will be very difficult, as there are too many external dependencies, such as the GNU global, ctags-exuberant, and a bunch of perl scripts.

I thought so. I was looking at mu4e recipe ( https://github.com/dimitri/el-get/blob/master/recipes/mu4e.rcp) that also builds external application mu and provides access to it in emacs; maybe it could work...
