Accept distinct values in database.tls config

Is your feature request related to a problem? Please describe. Currently the database.tls config accepts driver specific options (false in case of MySQL, disable in case of Postgres).

Describe the solution you'd like to see Let's consolidate the list of accepted values and have a distinct set of options that we accept there (eg. false for all drivers).
