Upgrade scan/ to https://rescript-lang.org/

REScript is the new face of ReasonML when targeting JavaScript and having a better and focused tooling because of that. It would make sense to upgrade scan/ to REScript to make it easier for future contributors.

Sure, we've a plan to patch /scan to use rescript.
