Add HTML->Markdown Converter for NuGet Pipeline

Currently, the README.md file which contains HTML needs to be converter manually to the NUGET-README.md before new NuGet package versions are pushed. This process should be automated, so that there is also no NUGET-README.md file anymore. Libraries used could be: https://github.com/mixmark-io/turndown
