Create Roles Enum

Add a new enum to the @ballerine/common under common/src/consts/index.ts

Use meaningful names for the enum members (e.g., VIEWER, AGENT, MANAGER) to enhance code readability. Assign appropriate numeric values to each role, considering the hierarchy and potential future roles.

Before merging the PR ensure to run pnpm update-packages from the monorepo's root.
