[Improvement]: Remove the tool option validation warning when there are no tool options

With the Ballerina tool integration, we can define tool configurations in the Ballerina.toml file. The tool options for the OpenAPI tool are optional. If the developer has not provided any tool options, we are printing the following warning:

WARNING: Validation of tool options of 'openapi' for 'oas_client_sentiment_oas' is skipped due to no tool options found

But this warning does not make sense since there is no tool options hence there is no actual requirement to validate any of them
