Various VLF text problems

  1. Restore NAND confirmation dialog text is missing until you run Test M33 at least once.
  2. Format Lflash tips at the bottom of the screen is in Japanese until you run Test M33 at least once.

There are no such bugs on DDC8 clean install. It has system.[d/i]reg files inside "registry" dir.

  1. Error text while flashing is also acts like this.

flash0:/vsh/module/msgdialog_plugin.prx is responsible for this. May be we can somehow patch it to not check language from registry and always use English?
