Ad-hoc Access Point not always working

I have 10 units out in the field, each using wifi connect to allow users to connect their devices to the internet. Overall, it has worked great, but there are a few problemed units that inconsistently will spawn their wifi AP on boot when they have no network connection (RPi 4). Is there any reason why some devices have trouble with this?
