Dockerfile wifi-connect version out of date

Recent pull requests didn't move forward the ARG version in the dockerfile: https://github.com/balena-io/wifi-connect/blob/master/Dockerfile.template

"ARG VERSION="4.4.0"

Mentioning here rather than putting in a change as perhaps it should be part of the versioning/pre-pull checks for future versions.
