EC25-A modem with Rogers M2M SIM card fails to connect to VPN

M2M card by Rogers have trouble reaching the VPN service. Rogers is the largest wireless carrier in Canada. Observed on a Raspberry Pi Zero W device, but does not look device type related. A Quectel EC25-A modem was used.

A packet inspection was done and what happens is that the initial lower level 3-way TCP handshake goes without a problem to our VPN server and the device is able reach it. However once the first higher level SSL handshake packet is sent there is no response.

Once we receive the necessary parts in Canada and do more debugging progress, we will update the ticket.
