Balena push does not always start all of the services

According to https://forums.balena.io/t/developing-on-a-balena-device/8134 running a balena stop on-device, and then pushing changes in services to a balena device running local mode, not all of the services are started back up.

I have a feeling this will relate to the volatile state that is built up when containers stop, but I'll need to do some more investigation.

This could also be a CLI issue, from getting the target state and seeing a running value, but this will need to be confirmed if so.
