Enable watchdog CONFIG_OMAP_WATCHDOG

Tried enabling CONFIG_HW_WATCHDOG from meta-balena https://github.com/balena-os/meta-balena/pull/1349 but this change needs to be handled in each BSP separately unfortunately.

Probably CONFIG_OMAP_WATCHDOG in u-boot
