Update getting-started.md for Ubuntu 22.04

While trying to install openBalena I ran into the issue that the documentation is somewhat old. Ubuntu 18.04 is end-of-life as well as the concept of "applications" has been transformed into "fleets" for Balena. This MR should update both to be more up-to-date.
