A new method to get gs&ts output

Description

The Transformfeedback in Vulkan is not recommended. But Renderdoc get GS&TS output by Transformfeedback, I think it is not google idea.

I suggest the google idea of getting gs&ts output . It look like the idea of getting vs output.
