Loans contract has been upgraded to support selling collateral directly from deposits. FE needs to support this

The general flow of this is all good, but we want to revisit its placement, along with the ICX/sICX tray in the Collateral section.

@FezBox We were hoping to squeeze it into that release, but the design isn't done yet and we don't want to hold anything up, so it's safer to assume we'll ship it separately.
