This is the already documented [known bug](https://curl.se/docs/knownbugs.html#Multi_perform_hangs_waiting_for). Creating another issue for the same problem will not make it fixed. I would rather suggest you work on a fix instead.
All the bugs already listed as known bugs are... bugs that aren't fixed. There's no need to open a new issue for any of them. We obviously know about them...
I think you need to add a test case or two for this to verify that it does the right thing (and keeps doing the right thing in the future).
I restarted the appveyor builds to see if the errors remain.
curl-config is different than pkg-config though. When you invoke curl-config, you use *either* `--libs` or `--static-libs`, not both. Can you elaborate on what the curl-config edit does?

I don't quite understand this issue. It seems to say that most things will be possible in a future version of REUSE. So what do you want to do now?...
