I am not following. On my setup, changing global themes changes the cursors as well. So with the current Plasma 6.5 implementation, I expect them to change.
Perhaps there is a misunderstanding, but what I've meant is that it appears to me the Plasma devs got your case covered as well, which is a good thing?

you're meant to create your own global theme for more granular control. not ideal but its possible. the real big thing missing from the official implementation is custom scripts
