feat: make time formatting configurable

Submitted in response to #14 , does not style in table but can get natural date and time like requested with this line Do MMM YYYY [at] hh:mma in new settings field.

Resolves #14 Now you can format the changelog as a table like requested. I didn't add separate fields for date and time but you get the same effect using this formatting Do MMM YYYY [at] hh:mma

I would have to agree. This would be an awesome addition to the plugin. I want to have control over the formatting for the page and timestamp
