Make sync "sensitivity" configurable

Some devices, such as certain Bluetooth speakers, do not properly report their playback latency on "per buffer" basis. Snapclient might "resync" too often, causing audio drop-outs. The sync might even be turned off, to just play the audio as it arrives.
