Adopt a minimal configuration for mods

Hey there,

I work on a Mod manager for TOTK (https://github.com/vasilvestre/totk-mod-manager-for-yuzu). So far I support another repository that has many mods, no only Cheats. I would like to offer more mod possibilities but I have a concern. To support update of last to date mod version, I have to save some metadata with the release number or whatever could be used to compare the versions.

In this PR I've added a configuration file, I wonder what you think about it and if it could interest you.
