Upgraded to Yarn 4

Upgrade to Yarn 4 as we are working on that for the main Backstage repo as well, just to keep things in sync and up to date

Moving this to Draft as moving away from using the USER node is not ideal and we need to look into that more.

Closing, we need to resolve the corepack questions still. Will likely follow up with a normal Yarn 4 upgrade when time permits
