Description of the bug

During a fresh install of Backdrop 1.28.2 the following notice appears in the Watchdog log:

Notice: Array to string conversion in backdrop_write_record() (line 8407 of core/includes/common.inc).

There are no other apparent negative effects, and the install completes and Backdrop works smoothly.

This is with php 7.4.33
