Port of environment indicator

I have interest in a port of the environment_indicator module from Drupal. This is of lower interest to me than some of the other projects I'm working on, but it is still something I miss from Drupal. Putting a note here to gauge other's interest too.

I had started trying to port EI and gave up because a lot of it I didn't need. We just wanted a coloured admin bar, the name of the environment, and an icon over the favicon to show which environment. Simple EI does that and only that.
