[FEAT]: Test SMTP Setup button

Feature Description

As a user it'd be great to test that the SMTP functionality is working correctly. Once you add the information, you should be able to click a button to test that the configuration is set (errors would return a message if a send fails) and a test email would be sent to the logged in admin who is working on the configuraiton.
