[FEAT]: Lazy starting of containers

Feature Description

As a user I want the Cosmos-Server to automatically start a container when it's URL is being accessed. Basically this is the functionality provided by Lazytainer

Doesn't anymore in upcoming 0.15. It's a docker thing not a Cosmos thing, but I rewrote a custom pruning implementation to prevent this
