User_data option is missing in vm_linux and vm_windows

We currently have support to add custom_data in vm_linux and vm_windows however there is no option to provide user_data which is a different option in the creation of virtual machines. We need to add the ability to support this value. More details from the registry are listed here

Let's target 5.6.0 as its not implemented in azurerm 2.88.1
