Question: Is there a mobile app that supports this format?

I am on Android, have tried a few in the PlayStore without luck. Are there any known compatible ones? Paid and Free?

Probably not. There is TaskPaper for iOS, so maybe if search TaskPaper for Android you could find something compatible, I dunno.

Just came here to post same issue. I use Plain Tasks in Sublime Text along with Tasks in Atom, both extensions are compatible, at least to the extent of my usage experience. But the lack of support by any Android FOSS task manager is a real deal breaker. I would be very comfortable to take care of tasks sync on myself (e.g. Syncthing).

On iOS Upword Notes supports .taskpaper format (a subset of it). You have to configure both PlainTasks and UpWord Notes a bit but it works. Also Olie Moritz Editorial supports .taskpaper files. This is quite hackish appp with lots of posibilities (markdown, python scripts, iOS notifications, export to Evernotes, Drafts, Reminders etc.). Both apps have integrated support for Dropbox so syncing to/from Sublime Text is quite transparent.

Can't find any LucidPad app on Google Play and the link on their home page is broken.

Across my devices I use nvALT (being upgraded to nvUltra soon) and simplenote. Works well for me.

PlainTasks + nvALT + Simplenote = near perfection.

But always looking to improve. So if you come across something that works well for you in the plain text task management world, let me know. :) <3
