Update for Sublime Text build 4142

Build 4142 started using ~ in file name rows. These need to be expanded for the command to work.

No, upstream wasn't updated since 2017.

You can clone the fork to your sublime Packages dir and use the patch-1 branch. On Ubuntu, that is ~/.config/sublime-text/Packages.
