[DK Starting Area] Scarlet cannons are always usable.

Current Behaviour

During DK chain quest (phase 2) Scarlet Cannons can be used also if the players have not Massacre at Light’s Point quest active.

Expected Blizzlike Behaviour

Players should be able to use Scarlet Cannons only if Massacre at Light’s Point quest is active.

Steps to reproduce the problem

1. Do the chain quest until The Scarlet Harvest.
2. Go to Light's Point Beach (on the boats).
3. Target the Scarlet Cannons.
