[TK] Mindcontrolled trash mobs abilities can be spammed without GCD

Current Behaviour

mobs like https://wowgaming.altervista.org/aowow/?npc=20031 can be mindcontrolled and their abilities can be spammed without GCD or CD, they also dont have the expected casttime when mindcontrolled

didnt test but people also mind control https://wowgaming.altervista.org/aowow/?npc=20048 to use the ability

Expected Blizzlike Behaviour

like not spammable as is currently, to be verified by someone but the current behavior seems irregular.
